However, building and strengthening STI systems in SSA is as much a political and economic challenge as it is technical.<\/p>\n<p>A team of researchers from the <a href=\"https:\/\/www.sussex.ac.uk\/business-school\/people-and-departments\/spru\">Science Policy Research Unit (SPRU)<\/a> at the University of Sussex and the <a href=\"https:\/\/www.acts-net.org\/\">African Centre for Technology Studies (ACTS)<\/a> in Kenya have conducted a political economy analysis of the STI systems in five SSA countries \u2013 Ethiopia, Kenya, Rwanda, Senegal and Tanzania \u2013 and provide recommendations relevant to each national case, especially for each national Science Granting Council.<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter size-large wp-image-866\" src=\"http:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-1024x683.jpg\" alt=\"\" width=\"550\" height=\"367\" srcset=\"https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-1024x683.jpg 1024w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-300x200.jpg 300w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-768x512.jpg 768w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-1536x1024.jpg 1536w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-2048x1365.jpg 2048w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-100x67.jpg 100w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-150x100.jpg 150w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-200x133.jpg 200w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-450x300.jpg 450w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-600x400.jpg 600w, https:\/\/blogs.sussex.ac.uk\/policy-engagement\/files\/2021\/02\/shutterstock_300001316-900x600.jpg 900w\" sizes=\"(max-width: 550px) 100vw, 550px\" \/><!--more--><\/p>\n<p>Common themes emerge from the case studies, including low levels of funding for research, human resource constraints, weak linkages across innovation ecosystems, ineffective governance and development strategies, and gender and inclusivity issues.<\/p>\n<p>In response to these findings, the researchers have provided a series of key recommendations for science systems transformations in SSA, including, the need for STI ecosystems actors and stakeholders in SSA to:<\/p>\n<ul>\n<li>Broaden understandings of innovation beyond products, services and technologies, and understandings of STI systems beyond university-industry linkages.<\/li>\n<li>Focus on capability building that achieves systems-level impact.<\/li>\n<li>Design broad training appropriate to individual skills and organisational capacity.<\/li>\n<li>STI actors need a deeper analysis of what constitutes the private sector in Africa.
