{"id":1673,"date":"2017-09-07T10:16:15","date_gmt":"2017-09-07T10:16:15","guid":{"rendered":"http:\/\/blogs.sussex.ac.uk\/sussexenergygroup\/?p=1673"},"modified":"2017-09-07T11:32:41","modified_gmt":"2017-09-07T11:32:41","slug":"driving-innovation-low-energy-buildings","status":"publish","type":"post","link":"https:\/\/blogs.sussex.ac.uk\/sussexenergygroup\/2017\/09\/07\/driving-innovation-low-energy-buildings\/","title":{"rendered":"Driving innovation in low-energy buildings: key lessons from experience in the UK and Europe"},"content":{"rendered":"<p><a href=\"http:\/\/www.cied.ac.uk\/people\/pkivimaa\/\">Paula Kivimaa<\/a> &amp; <a href=\"http:\/\/www.cied.ac.uk\/people\/mmartiskainen\/\">Mari Martiskainen<\/a><\/p>\n<p>Buildings use around 40% of our total energy consumption and account for over 30% of Europe\u2019s greenhouse gas emissions, but innovative building concepts \u2013 such as <a href=\"http:\/\/passivehouse.com\/02_informations\/01_whatisapassivehouse\/01_whatisapassivehouse.htm\">passive houses<\/a>, zero-carbon buildings and whole house retrofits \u2013 are not yet widely used by the construction and renovation industry. How can we accelerate the uptake of these new innovations?\u00a0 This was the question we set out to address in a recent task for the <a href=\"http:\/\/www.cied.ac.uk\">Centre on Innovation and Energy Demand.<\/a><\/p>\n<p>We systematically <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s12053-017-9547-y\">reviewed<\/a> academic studies on residential low energy buildings reported in Europe between 2005 and 2015. Contents of abstracts of 3120 hits were analysed, resulting in 28 articles and containing 40 case studies. The review sought answers to questions such as: What can we learn about successful low energy building projects?\u00a0 How to support the diffusion of systemic innovation in this area? What drives such innovation? What kind of actors are needed to facilitate innovation?<\/p>\n<h2>Drivers for innovation in low-energy buildings<\/h2>\n<div id=\"attachment_1633\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"https:\/\/i2.wp.com\/blogs.sussex.ac.uk\/sussexenergygroup\/files\/2017\/03\/631213_72fd6147-e1489409735456.jpg\"><img aria-describedby=\"caption-attachment-1633\" loading=\"lazy\" class=\"size-medium wp-image-1633\" src=\"https:\/\/i1.wp.com\/blogs.sussex.ac.uk\/sussexenergygroup\/files\/2017\/03\/631213_72fd6147.jpg?resize=300%2C225\" alt=\"\" width=\"300\" height=\"225\" data-recalc-dims=\"1\" \/><\/a><p id=\"caption-attachment-1633\" class=\"wp-caption-text\">New energy efficient homes in Northampton 2007. \u00a9 Copyright David M Jones and licensed for reuse under CC BY-SA 2.0 licence<\/p><\/div>\n<p>So, what does drive innovation in low-energy buildings in Europe? Our research identified two important drivers:<\/p>\n<p>First, environmental concerns were almost always a key motivation for undertaking the projects. For example, in <a href=\"http:\/\/ascelibrary.org\/doi\/abs\/10.1061\/%28ASCE%29CO.1943-7862.0000768\">a project renewing social housing in Cheshire, UK<\/a>, client demands encouraged builders to integrate sustainability in their developments.<\/p>\n<p>Second, in half of the cases, public policies at different levels (local, national and global) acted as a significant driver. We observed that in most cases, a mix of policies was important ranging from RD&amp;D and deployment subsidies through innovative competitions to building codes and planning regulations. Building regulations have been important but not in every case. Voluntary government codes, such as the Code for Sustainable Homes in the UK and Ba\u0302timent Basse Consommation (Low Energy Building) in France, were mentioned as drivers in five cases.<\/p>\n<p>Interestingly, design, health and comfort, and market drivers have played a minor role to date. Only in a few cases were market drivers, such as willingness to test the market readiness or viability of the concept, important. Clearly there is potential for such drivers to become more prominent. We focused on so-called <a href=\"http:\/\/blogs.sussex.ac.uk\/sussexenergygroup\/2016\/04\/15\/intermediary-actors-in-low-energy-transitions\/\">intermediary actors<\/a> that had important roles in over half of the cases. In the cases reviewed such actors ranged from local planners and energy managers to housing funds, trade bodies, government agencies and consultancies. More interesting than who they were was what they did. We identified five processes through which intermediaries influence innovation processes:<\/p>\n<p>(1) Intermediaries acted as<em> facilitators<\/em>. This included actions such as connecting actors, speeding up planning and permitting processes and influencing local politicians.<\/p>\n<p>(2) Intermediaries <em>created niche markets<\/em> through developing planning policies and building requirements in exemplary districts. They also did this by searching for new technological and policy designs suited to these districts, and bringing together entrepreneurs and construction companies to showcase innovations.<\/p>\n<p>(3) Intermediaries <em>implemented new practices in publically owned or social building stock by showcasing developments<\/em>. They provided visions for development, created new partnerships and resources such as land, knowledge and finance.<\/p>\n<p>(4) Intermediaries <em>supported processes to create new business models<\/em> for low energy housing. For example, they organised competitions for new housing designs or connected actors from different processes to generate new business ideas.<\/p>\n<p>(5) Post-construction, intermediaries <em>facilitated correct use of building technologies<\/em>. They educated and negotiated with residents on how to use buildings and their technical devices (such as heating controls and so on) to ensure that they were used properly and effectively.<\/p>\n<p>Our review shows that whilst there are several low energy building projects completed in Europe, learning from such projects has not received a great deal of attention in energy social science research.
