{"id":1959,"date":"2019-06-14T13:51:40","date_gmt":"2019-06-14T13:51:40","guid":{"rendered":"http:\/\/blogs.sussex.ac.uk\/sussexenergygroup\/?p=1959"},"modified":"2019-06-18T09:56:17","modified_gmt":"2019-06-18T09:56:17","slug":"the-sufficiency-test","status":"publish","type":"post","link":"https:\/\/blogs.sussex.ac.uk\/sussexenergygroup\/2019\/06\/14\/the-sufficiency-test\/","title":{"rendered":"The Sufficiency Test"},"content":{"rendered":"\n<p><em><a href=\"http:\/\/www.sussex.ac.uk\/profiles\/129799\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Noam Bergman<\/a> reports back from eceee 2019 Summer Study on energy efficiency<\/em><\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.eceee.org\/summerstudy\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">eceee 2019 Summer Study<\/a> had the title <em>Is Efficient Sufficient?<\/em> This, in itself, was exciting. In previous years, this biannual conference of the European Council for an Energy Efficient Economy focused on energy efficiency, from the technical to the systemic to the behavioural. This theme, however, indicated a change, finally putting centre stage the question many of us have been asking for years: whether energy efficiency is in itself enough to substantially reduce our energy use and greenhouse gas emissions. <\/p>\n\n\n\n<!--more-->\n\n\n\n<p>The word <em>sufficient<\/em> points towards the sufficiency research that has cropped up in the past few years, including <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.energysufficiency.org\/\" target=\"_blank\">eceee\u2019s own sufficiency work<\/a>, <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.researchgate.net\/project\/ENOUGH-International-network-for-sufficiency-research-policy\" target=\"_blank\">the \u2018Enough\u2019 network<\/a>, and <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.negawatt.org\/en\" target=\"_blank\">the French N\u00e9gawatt thinktank<\/a> (who have been peddling the notion of <em>sobri\u00e9t\u00e9<\/em> for nearly twenty years, a similar concept to sufficiency, although an exact translation is difficult). Sufficiency highlights meeting people\u2019s basic needs while respecting ecological boundaries, alongside equity in how resources are distributed (see this <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.energysufficiency.org\/libraryresources\/library\/items\/energy-sufficiency-an-introduction\/\" target=\"_blank\">introduction paper by Tina Fawcett &amp; Sarah Darby<\/a>). Unlike the efficiency literature, sufficiency questions the \u2018sustainable growth\u2019 narrative. There is an attempt to distinguish sufficiency from <a href=\"https:\/\/www.degrowth.info\/en\/what-is-degrowth\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">degrowth<\/a>, although I believe the two are very similar.<\/p>\n\n\n\n<p>As Yves Marignac explained in his conference talk,\nobjections to sufficiency (or sobri\u00e9t\u00e9) are often either ideological, like asserting\nthat our \u2018way of life\u2019 is not negotiable, or emotional, like reacting strongly to\nthe idea that some behaviours, such as air travel, could be limited. The <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/rebellion.earth\/\" target=\"_blank\">Extinction Rebellion<\/a> movement was mentioned more than once. The mood that something out there was changing, raising the question of &nbsp;how we, as energy researchers and practitioners, should respond or participate. This was perhaps best captured in the discussion on \u2018Saving Energy in a Hurry\u2019, co-chaired by Bill Bordass and Alan Meier\u2019s entertaining double act. Would the current public mood open a window for us to push the policies and recommendations we\u2019ve been working on for years? Would it be better for us to continue what we do best \u2013 research, and perhaps replace our customary \u2018more research needed\u2019 with \u2018more action needed\u2019? Or would we be better off joining the <a href=\"https:\/\/en.wikipedia.org\/wiki\/School_strike_for_climate\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">school strike for climate<\/a>? Could we do both?<\/p>\n\n\n\n<p>The sufficiency narrative poses tough questions, such as how we separate needs from wants in building a fair and sustainable future. One well-attended conference workshop, led by Tim Chatterton and Jillian Anable, shone a light on high end energy users, part of their work on <a href=\"https:\/\/www.creds.ac.uk\/high-energy-consumers\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Exploring Excess<\/a>. We talk so much about how the average user can save, but what about those that consume far more than the average? Can we limit the choices people have in their consumption through policy? After all, tackling high end users could help us reduce energy consumption \u2018furthest and fastest\u2019. As <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.oxfam.org\/en\/research\/extreme-carbon-inequality\" target=\"_blank\">Oxfam have shown<\/a>, the world\u2019s wealthiest 10% are responsible for nearly 50% of lifestyle consumption emissions. Yet in some previous Summer Studies I\u2019ve felt a frustration at the limited discussion of deep systemic changes, such as challenging the economic growth paradigm when discussing sustainability. It felt like something had shifted this time, perhaps a combination of the sufficiency work in the energy community and climate activism gathering momentum. Inspiring enough for Marina Diakonova from Oxford University and me to propose in the final plenary that eceee follow others and declare a climate and environment emergency. Now the ball is in the court of the eceee board.
