Badged as being about <a href=\"https:\/\/www.gov.uk\/government\/news\/making-government-deliver-for-the-british-people\" target=\"_blank\" rel=\"noreferrer noopener\">making government deliver<\/a>, the Prime Minster announced a relatively major <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-64548979\" target=\"_blank\" rel=\"noreferrer noopener\">reorganisation<\/a>, with the Department for Business, Energy and Industrial Strategy (BEIS) being broken up, a new Department for Energy Security and Net Zero being created and business going to international trade to form a new Business and Trade Department. Meanwhile the innovation parts of BEIS will be merged with digital in a new science, innovation and technology department.&nbsp;&nbsp;<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Sunak\u2019s rewiring of government departments reflects his pledge to create a new stand-alone energy ministry during last year\u2019s Conservative leadership election, reflecting the PM\u2019s <a href=\"https:\/\/www.theguardian.com\/environment\/2022\/oct\/24\/will-rishi-sunak-rebuild-green-agenda-torn-up-liz-truss\" target=\"_blank\" rel=\"noreferrer noopener\">apparent desire<\/a> to bring climate back up the agenda. On the face of it, this move takes us back to the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Department_of_Energy_and_Climate_Change\" target=\"_blank\" rel=\"noreferrer noopener\">Department for Energy and Climate Change (DECC)<\/a>, created in 2008 and lasting until 2015.&nbsp;<\/p>\n\n\n\n<p>So is this good news for better energy policy and for accelerated action to get us to net zero?&nbsp;<\/p>\n\n\n\n<p>The positive take is that bringing energy and net zero out of a larger department creates focus. It should help government on delivery, which the recent <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1128689\/mission-zero-independent-review.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Skidmore review<\/a> of net zero identified as the key problem.&nbsp;<\/p>\n\n\n\n<p>A more negative perspective is that this move risks ghettoising the climate agenda in one department, which was <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/09644016.2021.1910434\" target=\"_blank\" rel=\"noreferrer noopener\">a drawback with the DECC arrangement<\/a>. DECC became the prime point of contact for the Climate Change Committee, and getting other departments to engage on emissions reduction was an uphill struggle as it <a href=\"https:\/\/www.instituteforgovernment.org.uk\/sites\/default\/files\/publications\/net-zero-government-climate-change-target.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">lacked clout and authority<\/a>. When DECC was disbanded and energy and climate policy were merged into BEIS, there were fears that they would get lost, but in fact these agendas had <a href=\"https:\/\/blogs.sussex.ac.uk\/sussexenergygroup\/2016\/07\/19\/deccbismerger\/\" target=\"_blank\" rel=\"noreferrer noopener\">wider influence<\/a>, for example, over an resurgent industrial policy agenda. However, delivery has not been so easy, and in areas like industrial decarbonisation, tied closely to energy prices and competitiveness, there is now a danger that policy may become more incoherent.&nbsp;<\/p>\n\n\n\n<p>In fact, it could be argued that this issue, i.e., ensuring all departments engage with the climate imperative, is much more important than it was back in 2015. The electricity system is decarbonising quickly and while huge energy challenges remain, such as decarbonising heating, reaching net zero now needs action across other policy areas, including transport, farming, industry, and diet. This suggests that what is needed is not just a different carve up of line departments, but stronger coordination and political direction from the centre, i.e., both the Treasury and No. 10.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Major initiatives in UK energy and climate policy are deeply dependent on engagement from the Treasury (HMT). From <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2214629619302828\" target=\"_blank\" rel=\"noreferrer noopener\">kick starting the Energy Market Reform<\/a> at the end of the 2000s to <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0301421516303858\" target=\"_blank\" rel=\"noreferrer noopener\">limiting the growth of onshore renewables<\/a> over the 2010s to <a href=\"https:\/\/www.theguardian.com\/environment\/2015\/nov\/25\/uk-cancels-pioneering-1bn-carbon-capture-and-storage-competition\" target=\"_blank\" rel=\"noreferrer noopener\">cancelling money for carbon capture and storage<\/a> and then <a href=\"https:\/\/www.gov.uk\/guidance\/uk-carbon-capture-and-storage-government-funding-and-support\" target=\"_blank\" rel=\"noreferrer noopener\">reinstating it<\/a>, the hand of HMT is clearly visible. At the same time, active leadership is needed from the Prime Minster. Boris Johnson created a <a href=\"https:\/\/www.gov.uk\/government\/news\/pm-to-chair-new-cabinet-committee-on-climate-change\" target=\"_blank\" rel=\"noreferrer noopener\">cabinet committee on climate change<\/a>, which is one model, but without strong political backing it didn\u2019t actually achieve very much.&nbsp;&nbsp;<\/p>\n\n\n\n<p>So without some serious political energy from the top, there is a risk that, in the words of Greenpeace, today\u2019s changes are \u2018<a href=\"https:\/\/twitter.com\/GreenpeaceUK\/status\/1622938361244655616\" target=\"_blank\" rel=\"noreferrer noopener\">rearranging deckchairs on the Titanic<\/a>\u2019. But there are <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/09644016.2021.1910434\" target=\"_blank\" rel=\"noreferrer noopener\">deep-seated reasons<\/a> why political will on climate policy in the UK is typically patchy. This is partly about imposing investment costs (for example, estimates of investment needs for decarbonising the heating of homes are in the <a href=\"https:\/\/publications.parliament.uk\/pa\/cm5802\/cmselect\/cmbeis\/1038\/summary.html#:~:text=The%20CCC%20estimates%20that%20an,on%20average%2C%20under%20%C2%A310%2C000.\" target=\"_blank\" rel=\"noreferrer noopener\">hundreds of billions<\/a>) in what has become an increasingly low wage economy.
