{"id":285,"date":"2014-10-14T10:34:43","date_gmt":"2014-10-14T10:34:43","guid":{"rendered":"http:\/\/sussexnrggrp.wordpress.com\/?p=285"},"modified":"2017-05-30T14:03:22","modified_gmt":"2017-05-30T14:03:22","slug":"why-we-need-to-shift-focus-from-energy-supply-to-reducing-demand","status":"publish","type":"post","link":"https:\/\/blogs.sussex.ac.uk\/sussexenergygroup\/2014\/10\/14\/why-we-need-to-shift-focus-from-energy-supply-to-reducing-demand\/","title":{"rendered":"Why We Need to Shift Focus from Energy Supply to Reducing Demand"},"content":{"rendered":"<p><em>Mari Martiskainen asks whether it is time to have a real debate about moving our focus from energy supply to realising the benefits of energy efficiency. <\/em><\/p>\n<p>The <a href=\"http:\/\/www.iea.org\/\">International Energy Agency<\/a> (IEA) <a href=\"http:\/\/www.iea.org\/W\/bookshop\/463-Energy_Efficiency_Market_Report_2014\">reported<\/a> last week that the energy efficiency market was worth between <strong>$310 billion and $360 billion in 2011<\/strong>; thanks to energy efficiency improvements in buildings, transport and appliances, total final energy consumption in IEA countries has <strong>reduced by 60% during the last 40 years. <\/strong><\/p>\n<p>There is clear evidence that <strong>energy efficiency works<\/strong>, not only by reducing demand but also by contributing to a transition towards a more sustainable energy system. In the light of this, there is a clear need to have a more open debate about the role of energy efficiency in the UK\u2019s energy policy.<!--more--><\/p>\n<p>On October 8<sup>th<\/sup>, the European Commission <a href=\"http:\/\/europa.eu\/rapid\/press-release_IP-14-1093_en.htm?locale=en0\">approved<\/a> the UK\u2019s venture of providing state support measures for a new nuclear plant at <a href=\"http:\/\/www.edfenergy.com\/energy\/nuclear-new-build-projects\/hinkley-point-c\">Hinkley Point<\/a>. The decision means that developer EDF Energy will receive up to \u00a317.6bn as a guaranteed \u2018strike price\u2019 for power output over 35 years, worth \u00a392.50 per megawatt hour- almost double the cost of wholesale electricity in recent months. This decision has not surprisingly <a href=\"http:\/\/www.greenpeace.org.uk\/newsdesk\/energy\/analysis\/comment-why-hinkley-bad-deal-uk-consumer?source=tw&amp;subsource=20141008cltw02&amp;utm_source=gpeace&amp;utm_medium=tw&amp;utm_campaign=20141008cltw02\">angered<\/a> environmental groups such as Greenpeace, who have argued that nuclear as an established technology should not need subsidies.<\/p>\n<p>To date, there is no new nuclear plant in Europe that would have been built to time and estimated budgets. One such plant is <a href=\"http:\/\/www.tvo.fi\/OL3_3\">Olkiluoto 3<\/a>, which began construction in Finland in 2005. The plant has been hit by \u201c<em><a href=\"http:\/\/uk.reuters.com\/article\/2014\/09\/01\/finland-nuclear-olkiluoto-idUKL5N0R20CV20140901\">repeated delays, soaring costs and disputes<\/a><\/em>\u201d. The original start date was 2009, but it has now been delayed to at least until 2018. Teollisuuden Voima (TVO), the owner of OL3 project, was granted a licence to start constructing a second new plant OL4 in 2006. However, this year TVO asked the Finnish government to extend that licence by another 5 years, which inevitably was turned down by the government this past September.<\/p>\n<p>Similarly, the building of Flamanville 3 plant by EdF in France has been hit by <a href=\"http:\/\/www.utilityweek.co.uk\/news\/was-hinkley-a-good-deal\/967182#.VDZfL0sk8YU\">delays and increased costs<\/a>.<\/p>\n<p>On October 7<sup>th<\/sup>, Ed Davey, the Secretary of State for Energy and Climate Change <a href=\"http:\/\/www.bbc.co.uk\/news\/business-29519320\">announced<\/a> an extra \u00a3100 million for the <a href=\"https:\/\/www.gov.uk\/green-deal-energy-saving-measures\/get-money-back-from-the-green-deal-home-improvement-fund\">Green Deal Home Improvement Fund<\/a>, aimed at improving the UK\u2019s existing housing stock. Nevertheless, this seems like peanuts compared to the support the government is planning for the nuclear industry.<\/p>\n<p>An important question, however, remains: do we want to keep committing UK\u2019s energy policy to an energy generation technology that would inevitable lock us into uncertainty and economic risks?
